The National Pantheon is the church-like burial place for South American liberation hero Simon Bolivar and many of Venezuela's founding fathers. Bolivar led the fight to end Spanish colonial rule in Venezuela, Colombia, Ecuador, Bolivia, Panama and Peru. Earlier in the day Clinton and President Rafael Caldera witnessed the signing of agreements to strengthen cooperation in energy development and combating drugs. The drug accord gives Venezuela more than 11 (m) million dollars in patrol boats and surveillance planes to spot smugglers. The United States and Venezuela also will establish a joint intelligence centre to share information and coordinate anti-drug operations. Venezuelan President Rafael Caldera said there was still a lot of work to be done. SOUNDBITE: (Spanish) "There remains to be found a satisfactory solution for certain national interests where there are different points of view for each country." SUPER CAPTION: Rafael Caldera, Venezuelan president Other agreements signed included one to pursue a treaty ensuring equal treatment under Venezuelan law of U-S companies that do business in Venezuela; to promote diverse, competitive energy markets; and to cooperate in science and technology. Last year Venezuela replaced Saudi Arabia as the top U-S oil supplier. Open trade is the central theme of Clinton's trip - as well as his campaign back home to win congressional approval for stronger "fast track" authority to negotiate foreign trade deals. The president said open markets hold the promise of more jobs and higher living standards. SOUNDBITE: (English) "And now we can become a stronghold for security and prosperity and an example to the world that market democracies can deliver for all our people." Four kilogrammes of rice, 3kg of pasta, 2kg of corn flour, 2kg of black beans, 1kg of sugar, 1kg of lentils, 500g of powdered milk, one litre of cooking oil, six tins of tuna fish and two bottles of tomato sauce. The mother of two from the sprawling Venezuelan shanty town of Petare, on the hills above the capital Caracas, paid 10,000 Bolivars for the government-provided food parcel, equivalent to less than $2 at the unofficial but widely used exchange rate. In her local market, or in one of Petare’s threadbare shops, the basket of staples would have cost up to 20 times as much. “These boxes have been a salvation for us,” says Ms Marcano, who began receiving the monthly parcels in March. “Last year was a disaster. We had to queue all night to buy food . . . and often there wasn’t anything to buy.” Yet with such a huge difference between the market price for the goods and the price paid — and an even bigger gap between the official and the black-market dollar exchange rates in Venezuela — the potential for arbitrage, profiteering and corruption in the state-run programme is high Please use the sharing tools found via the email icon at the top of articles. Even three years ago, when the country’s economy was beginning a severe contraction,Rangel earned enough for an occasional treat such as soda or ice cream. Now she spends everything she earns to fend off hunger. Her shoes are tattered and torn, but she cannot afford new ones. A tube of toothpaste costs half a week’s wages. “I’ve always loved brushing my teeth before going to sleep. 'Humble bus driver' The Venezuelan president said he wanted the head of the National Assembly, Diosdado Cabello, to negotiate with a "high-level officer" of the US administration under the auspices of Unasur. Alvaro Villarueda starts his morning the same way every day — putting in a call to his friend who has a friend who works at a Caracas, Venezuela, supermarket. Today, he's looking for sugar, and he's asking his friend if he knows if any shipments have arrived. As he talks on the phone, his wife Lisbeth Nello, is in the kitchen. There are 10 mouths to feed every day in this family — five of them children. The two youngest are still in diapers. "The things that are the scarcest are actually what we need the most," Nello says. "Flour, cooking oil, butter, milk, diapers. I spent last week hunting for diapers everywhere. The situation is really tough for basic goods."
